Jennifer Osborn, Deputy Secretary

Jennifer Osborn joined the State and Consumer Services Agency as Deputy Secretary for Fiscal Operations in January, 2012. Ms. Osborn serves as the advisor to the Secretary on fiscal issues pertaining to the Agency's boards, bureaus, departments and commissions.

Prior to coming to the Agency, Ms. Osborn had been employed since 1998 by the Department of Finance as Finance Budget Analyst, and in 2001 became a Principal Program Budget Analyst. During that time, her assignments included the budgets of many of the entities under the Agency, as well as the Employment Development Department, the Department of Corrections and Rehabilitation, the Judicial Branch, the Department of Justice, and the California Emergency Management Agency.

Ms. Osborn earned a bachelor's degree in Journalism and Political Science from California State University, Chico in 1991, and a Master of Public Administration from the University of Nevada, Reno in 1997. Ms. Osborn resides in the Sacramento area with her husband.
