Rene Gutierrez, Deputy Secretary

Rene Gutierrez is the State and Consumer Service Agency’s (SCSA) Deputy Secretary for Fiscal Operations. In this role, Rene serves as advisor to the Secretary and Undersecretary for budgetary and fiscal matters concerning the Agency, its departments, bureaus, boards, commissions, and offices.

He contributes to the agency’s budget preparation and implementation; provides advice on administering and controlling approved spending plans; and solves fiscal problems with the department staff.

Previously, Rene worked as Budget Officer for the California Board of Equalization and has worked for the Department of Finance. He has held fiscal and legislative assignments in State government.

He earned his B.A. in economics from the Boston University and his M.A. in economics from the University of Melbourne (Australia).
